Unless otherwise specifically exempted, every US individual and business is obligated to file tax returns.

Whenever there’s an instance of unfiled tax returns, IRS considers the taxpayer a scofflaw who is otherwise in violation of tax laws.  IRS and state taxing authorities have a slate of penalties and charges that attach for failure to file tax returns when due.  In many cases, the penalties for failure to file may be much larger penalties for failure to pay.

Failure to file tax returns when due can attract liabilities anywhere from benign penalties and interests to criminal charges.

In some cases, IRS will prepare a substitute return for a taxpayer, to determine the amount of tax due, and assess liabilities, penalties and interests against the taxpayer.  It should be understood that the IRS is not obligated to give a taxpayer all deductions and exemptions you may otherwise qualify for if you had filed your own return.
