State Individual Tax Climate: Connecticut

The Tax Foundation recently conducted a study of the tax climates in each of the fifty states and then rated and ranked them based on five categories: corporate tax, individual income, sales tax, unemployment insurance tax, and property tax. The Tax Foundation’s rankings are designed to show how well state tax systems are structured, rather than simply rank the states by the amount of taxes assessed.

Connecticut finished 43rd in overall tax climate and it ranked in the individual tax categories as follows: 32 (corporate tax), 37 (individual income tax), 27 (sales tax), 21 (unemployment insurance tax), and 49 (property tax).

Connecticut has seven tax brackets for individual income tax:

  1. Income in an amount more than $0 but less than $10,000 is taxed at a rate of 3.00%.
  2. Income in an amount more than $10,000 but less than $50,000 is taxed at a rate of 5.00%.
  3. Income in an amount more than $50,000 but less than $100,000 is taxed at a rate of 5.50%.
  4. Income in an amount more than $100,000 but less than $200,000 is taxed at a rate of 6.00%.
  5. Income in an amount more than $200,000 but less than $250,000 is taxed at a rate of 6.50%.
  6. Income in an amount more than $250,000 but less than $500,000 is taxed at a rate of 6.90%.
  7. The top individual income tax rate is 6.99% for income over $500,000.

Connecticut collects $2,172 in state and local individual income tax per capita, which ranks second in the country, only exceeded by New York, which collects a hefty $2,550 in state and local individual income tax per capita! As to state-local tax burdens, residents of New York had the highest burden, with 12.7 percent of their income expended for state and local taxes followed by Connecticut (12.6 percent) and New Jersey (12.2 percent).
